Prosper town staff pulled a proposed 39.3-acre data center from the Planning and Zoning Commission's Tuesday, Aug. 18 agenda, saying they need to review complete engineering studies on noise, power and water impacts before the project moves forward.

The town announced the removal in a public notice on Facebook on Monday, Aug. 10. No new hearing date has been set.

Project Tomahawk, proposed by Texas-based developer White Rose Partners, would sit near the intersection of FM 1385 and Parvin Road. As we reported Aug. 8, the commission hearing had been the next scheduled step for the project.

David Hoover, Prosper's director of Development Services, told Community Impact that White Rose Partners cited excerpts from engineering studies in their application but did not submit the full reports. Staff wanted the complete documents before commissioners weighed in.

"Data centers attract a lot of publicity. We're just making sure that we've got all the information to be able to assess the facts accurately," Hoover told Community Impact on Tuesday, Aug. 11.

The three areas under review mirror the concerns staff flagged from the start: noise generated by cooling equipment, demand on the electrical grid and water consumption. White Rose Partners has proposed a closed-loop water system, sound-dampening screens and greenery buffers, and has committed to paying for any upgrades to the adjacent Brazos Electric Power Cooperative substation. Those claims come from the developer's application and have not been independently verified by the town.

Hoover indicated staff intend to bring the item back to the commission but did not offer a timeline. Once rescheduled, the town must publish its agenda at least three business days before the meeting under the Texas Open Meetings Act and will send notices to nearby residents.

The postponement drew immediate attention on social media. At least one area resident posted on X urging neighbors to submit opposition comments for the Aug. 18 hearing, apparently before learning it had been canceled.
