Madison Clark, who helped generate more than $1.5 billion in capital investment at the McKinney Economic Development Corporation, started July 20 as executive director of the Prosper Economic Development Corporation.

The position had been vacant for a year.

The PEDC announced Clark's appointment on June 17 after a roughly yearlong search to replace Mary Ann Moon, who left the position in July 2025. Clark most recently served as director of business retention and workforce development at the McKinney EDC, where she supported projects that created more than 1,700 jobs.

"The opportunities along the Dallas North Tollway corridor, the highly educated workforce, and Prosper's location within one of the fastest-growing regions in the country create tremendous potential," Clark said in the PEDC's announcement.

Clark brings nearly 15 years of economic development experience. National consulting firm Consultant Connect named her one of North America's Top 50 Economic Developers in 2025 for her work in McKinney. She holds a Master Economic Development Practitioner designation through the University of Southern Mississippi and is a graduate of the Economic Development Institute at the University of Oklahoma.

She also owns Softroc of McKinney, a franchise offering rubber surfacing for pool decks, patios and driveways, giving her a small-business-owner perspective alongside her public-sector background.

PEDC Board president Chad Gilliland said Clark's team-driven approach and understanding of Prosper's growth opportunities made her the right fit. The PEDC, funded by half a cent of Prosper's sales tax, is tasked with attracting new investment and supporting existing businesses.

One of Clark's primary responsibilities will be stewarding development along the Dallas North Tollway corridor, according to Community Impact.

Clark's first public board meeting as executive director is scheduled for Monday, Aug. 17, at 5 p.m. The agenda includes her executive director's report on administrative and marketing activities, a new businesses update and a closed session on economic development negotiations under Section 551.087 of the Texas Open Meetings Act.
