At least $57 million in road construction is underway or planned across Prosper and Celina, spanning eight projects through 2030.
Community Impact Newspaper first reported the full scope of the projects on Sept. 25. Three of the eight do not yet have cost estimates, meaning the final total will be higher.
What's already under construction
The biggest project by dollar amount is the First Street widening in Prosper. Crews are expanding the road from two lanes to a four-lane divided roadway between Dallas North Tollway and Coleman Street. A water line has been installed, utility relocations are underway and a temporary detour lane is in place at the railroad crossing. The $26.15 million project, funded by the town, is expected to be finished in fall 2027.
On Coit Road, also in Prosper, four lanes are going in between First Street and Prosper Trail. Paving on the main southbound lanes finished in August, and traffic has shifted to the new pavement. That $14.87 million project is expected to wrap up in fall 2026.
Sunset Boulevard rehabilitation between Preston Road and Coit Road, including a new sanitary sewer, was expected to be completed in September 2026. The city of Celina funded the $4.2 million job.
Choate Parkway is being rebuilt as a two-lane divided road between Coit Road and Roseland Parkway. Phase 1 is underway, and Phase 2 is expected to begin in fall 2026. The $10.91 million project, split between the city and a private developer, is slated for completion in May 2027.
What's coming next
Celina City Council will take up the Glendenning Parkway project in October. Crews plan to improve the existing asphalt between Preston Road and FM 428, including slope changes at the railroad crossing. The council is expected to consider changes based on resident feedback. Cost and timeline have not been set.
The Legacy Drive expansion will widen the road to four lanes from Carey Road to Punk Carter Parkway and add roundabouts at both intersections. The council approved a $2.56 million design contract in May.
Catherine Oduro, Celina's interim director of engineering, told the council at the May 12 meeting that the road lies in a flood plain and serves as the dividing line between Collin and Denton counties.
"We are anticipating the design duration to be two years due to the interagency coordination and permitting," Oduro said at the time. Designs likely won't be finished until 2028, with construction estimated for completion in December 2030.
City staff have flagged the Legacy Drive and FM 428 intersection, which has seen 14 crashes in the past four years.
In Prosper, Teel Parkway will be widened to a four-lane divided road from north of First Street to Freeman Way. Right-of-way acquisition is complete and design is underway, with construction planned from winter 2027 through summer 2029.
Prosper is also adding dual left turn lanes on First Street at Preston Road. Design is nearly complete, and town staff are waiting for Texas Department of Transportation (TxDOT) approval before starting the $900,000 project in fall 2026. Completion is expected in fall 2027.
The eight projects do not cover every road job in the two cities. Residents can track additional work through Prosper's Capital Improvement Program Dashboard and Celina's Capital Improvement Projects Dashboard. The Celina City Council's October meeting on Glendenning Parkway is the next scheduled action; residents can check the city's website for the exact date.
