State reviewers have finished their on-site evaluation of Prosper ISD and are analyzing the information collected, with a comprehensive report expected by the end of the year.

The Texas Comptroller’s office announced the milestone Oct. 27, following a visit the previous week. The announcement did not include findings about the district’s spending.

Prosper is the first district to receive an on-site visit under Comptroller Don Huffines’ review of four Texas school systems. His office selected Prosper, Austin, Barbers Hill and El Paso ISDs on Oct. 5.

The reviews examine whether spending follows state law and supports instruction. Huffines has described administrative spending and noninstructional expenses as areas of scrutiny.

The office has not identified specific changes it will recommend for Prosper ISD. Those recommendations, if any, will come with the final report.

Gov. Greg Abbott requested the reviews Aug. 19, asking for a final report by Dec. 31 so lawmakers can consider the findings during the 90th Texas Legislature, which begins in January 2027.

Prosper enrolled 33,583 students in the 2025-26 school year, according to the comptroller’s district-selection announcement. It is the third-largest district selected, behind Austin’s 69,074 students and El Paso’s 46,244. Barbers Hill enrolled 8,088.

The district reviews are part of Huffines’ Taxpayer First Project, which also includes a fraud investigation team and an online whistleblower portal.

Separately, the comptroller announced Oct. 26 plans for a public dashboard and independent audit of the Texas Education Freedom Accounts program. That initiative concerns education-account participation and spending rather than Prosper ISD’s operations.

Residents with information relevant to the school district reviews can submit reports through the comptroller’s online portal. The Prosper ISD report is expected to be public by year’s end.
