A former Lake Worth police chief and his wife have opened a Knockouts Haircuts & Grooming franchise on Frontier Parkway in Prosper, adding another tenant to a retail development where several businesses have opened in 2026.

J.T. Manoushagian and his wife launched the barbershop at 2720 W. Frontier Parkway in July, according to Community Impact. The shop sits inside The Creeks at Celina, a retail center at the northwest corner of Dallas Parkway and Frontier Parkway near the Prosper-Celina border.

Manoushagian retired as Lake Worth's police chief on Jan. 30 after 22 years in public service, NBC 5 Dallas-Fort Worth reported. He is also a U.S. Navy veteran who served in both enlisted and officer ranks.

When he announced his retirement in November 2025 on LinkedIn, Manoushagian wrote that he believed "the time has come to close the law enforcement chapter of my life and turn the page to a new one."

He and his wife opened the Knockouts franchise about six months after his retirement.

Knockouts, headquartered in Burleson, was founded in Dallas in 2002 and opened its first location in Addison in October 2003, according to Hoodline. The chain now operates more than 50 locations nationwide. It styles itself as a gym-inspired salon with flat-screen TVs at each station and complimentary beverages, according to Hoodline. The franchise offers haircuts, shaves, waxing and other grooming services.

The shop joins a growing roster at The Creeks at Celina. Firm Foundation Dental, Capo's Pizza and Pasta, and inLife Wellness all opened at the development in 2026, according to Community Impact. Haraz Coffee House, a Yemeni coffee chain, is also expected to open there in 2026.

Developer Weitzman plans four 9,000-square-foot retail buildings at full buildout, with restaurant end caps overlooking a six-acre pond. The 28,000-square-foot center sits about a half-mile east of a nearby H-E-B and roughly one mile west of Prosper ISD Stadium.

Weitzman projects about 28,500 single-family homes and 3,700 multifamily units within a three-mile radius at full market buildout. Frontier Parkway carries nearly 12,000 vehicles per day at the intersection. The North Texas Tollway Authority is also building a $460 million, six-mile extension of the Dallas North Tollway through Prosper and Celina, with completion expected in late 2027, according to Hoodline.
