Libertarian Arthur DiBianca is running for Texas railroad commissioner against Republican Bo French and Democrat Jon Rosenthal in the Nov. 3, 2026, election. All three appear on the state’s certified ballot.
Priorities
In an August interview with KTAB/KRBC’s Big Country Politics, DiBianca, a retired programmer, said the commission should put landowners’ rights ahead of industry interests and avoid favoring particular energy companies.
He supports a competitive energy market and argues that companies should be held responsible when their operations cause damage. He also calls for greater transparency and simpler regulations.
These are broad policy goals. The interview does not establish a detailed implementation budget or projected savings, and this profile does not assume that deregulation would lower household energy bills.
What the office controls
Despite its name, the Railroad Commission of Texas no longer regulates railroads. Its responsibilities include oil and natural gas production, pipelines, natural gas utilities, liquefied petroleum gas and certain mining operations.
For North Texas residents, its decisions can affect energy operations, pipeline safety and the handling of disputes involving land and mineral rights. A commissioner works within the agency’s legal authority; changes requiring new statutes or additional state appropriations would involve the Legislature.
This profile draws on the certified ballot, the commission’s description of its responsibilities and DiBianca’s published interview.
The Prosper-Celina Journal did not receive a direct questionnaire response from the candidate and does not endorse candidates.
