Prosper's Town Council returns Tuesday, August 11, for its first regular meeting since a packed July 28 session that included a public hearing on binding development rules for the Dallas North Tollway corridor.
The work session begins at 5 p.m. and the regular meeting at 6:15 p.m. at Town Hall, 250 W. First St. The full agenda had not been posted as of Saturday, August 1; residents can check the town's MuniCode meetings portal for updates.
What happened July 28
The July 28 meeting covered significant ground. According to the meeting agenda, council held a public hearing on a package of Unified Development Code amendments (case ZONE-26-0010) that would update setback, landscape, parking, and lighting standards for the DNT Overlay District and codify rules for dual-brand hotels. The amendments first went before the Planning and Zoning Commission at a July 21 public hearing.
Council also authorized Town Manager Mario Canizares to execute a $308,800 engineering services contract with Teague Nall and Perkins for design of the Legacy Drive segment between Star Trail and Legacy Middle School. That contract is part of the broader Legacy Drive widening project, which carries a total budget of $10.6 million funded jointly by the town and Prosper ISD.
The meeting opened with the swearing-in of new Police Chief Brent Brown. Brown is a Prosper resident with more than 24 years of law enforcement experience who previously served as assistant chief in Celina. He replaced Interim Chief Ken Meyers following Doug Kowalski's retirement after 12 years leading the department.
DNT corridor context
The Tollway corridor rules under consideration build on development standards the council adopted unanimously on February 24. Those standards govern seven sub-districts stretching from US 380 to Frontier Parkway, covering building heights, land use, pedestrian connectivity, and signage.
In an April 7 article on DNT corridor development, Mayor David Bristol said "multifamily residential development along the Tollway should be the exception rather than the norm," signaling the council's preference for commercial, hospitality, and mixed-use projects along the corridor. Several such projects are already moving forward, including the 35-acre Prosper Arts District at Tollway and Prosper Trail, with Phase 1 on track for late 2026 delivery.

The agenda is not yet posted. The Planning and Zoning Commission meets Tuesday, August 4, at 6:30 p.m., and items P&Z acts on that night could appear on a future council agenda.
