Sergeant Hoover hung up his badge Tuesday, Aug. 4, after 39 years in law enforcement, the last seven spent patrolling the streets of Prosper.

The Prosper Police Department marked the occasion with a final radio call ceremony, a long-standing tradition in which dispatchers acknowledge an officer's end of service over the air one last time. The department shared video of the moment on Facebook and X.

The community noticed. The Facebook video drew 77,000 views and 2,300 reactions.

The department thanked Hoover for his leadership, commitment and service to the Town of Prosper, wishing him well in retirement.

Hoover joined Prosper PD around 2019, during a stretch of rapid growth for both the town and its police force. When former Chief Doug Kowalski arrived in 2014, the department had just 14 officers and six dispatchers. It has since grown to 72 sworn officers and 99 full-time employees, serving a population of roughly 46,500 residents across 27 square miles.

That growth shows no signs of slowing. Prosper is projected to top 65,000 residents by 2031, according to town planning documents, and the department operates on a $27.7 million budget for fiscal year 2025-2026.

New Chief Brent Brown, who took the helm in late July after serving as assistant chief of the Celina Police Department, now leads the accredited agency through that expansion. Brown brings more than 24 years of law enforcement experience to a department that has transformed from a small-town outfit into a full-service, accredited agency under the Texas Police Chiefs Association Best Practices program.
