Prosper and Celina residents have until Monday, Oct. 5, to register to vote or update their registration for the Nov. 3 midterm election.

The deadline falls 30 days before Election Day. The ballot includes races for U.S. Senate, governor and state attorney general, along with dozens of other federal, state and local contests, according to Community Impact Newspaper.

Texas requires paper applications to be postmarked by Oct. 5. A 2025 change to U.S. Postal Service rules means mail dropped in a mailbox may not receive a same-day postmark. Voters mailing applications can visit their local post office and request a free hand stamp to guarantee the date, according to the USPS.

Texas does not offer standalone online voter registration. Residents updating, renewing or replacing a driver's license or state ID through the Department of Public Safety can register online through that process. All other applicants must print, sign and mail a paper form. Applications are also available at libraries, high schools and most post offices, according to the Texas Secretary of State's office.

Nearly 56,000 Collin County voters on suspense list

About 55,975 Collin County voters were on the state's suspense list as of the March primary, NBC 5 Dallas-Fort Worth reported. Statewide, more than 1.2 million voters carried that status.

A voter lands on the suspense list when the county believes their address has changed. That can happen if a voter registration certificate, jury summons or other mail is returned as undeliverable. Voters can check their status through the Texas Secretary of State's My Voter Portal.

Suspense-list voters who do not update their address before Oct. 5 can still cast a ballot by completing a "statement of residence" form at the polls or when voting by mail.

Local polling locations

Collin County participates in the state's countywide polling place program, which means registered voters can cast a ballot at any polling location in the county during both early voting and on Election Day, according to the Texas Secretary of State.

Two additional Election Day vote centers are listed for the area: Children's Health Stadium at Prosper ISD, 2000 Stadium Dr., and Bethany Worship Center, 12160 C.R. 132, Celina. Hours and locations are subject to change; check collincountytx.gov/elections for the final schedule.

Collin County Elections Administrator Kaleb Breaux's office handles mail ballot applications, which must arrive by close of business Oct. 23 at 2010 Redbud Blvd., Suite 102, McKinney. Applications can also be faxed to 972-547-1996 or emailed to [email protected], though a hard copy must still be mailed.

To qualify for a mail ballot, voters must be 65 or older, have a disability or illness, be absent from the county during the entire voting period, or be confined in jail but otherwise eligible.
