The North Texas Tollway Authority will vote Thursday, August 6, on five infrastructure contracts and a bond issuance that touch the tollway network Prosper and Celina residents use daily.
Two committee meetings begin at 10 a.m. at NTTA's administrative offices at 5900 W. Plano Parkway in Plano. The Customer Service, Projects, and Operations Committee takes up the infrastructure contracts first; the Finance, Audit, and Administration Committee follows at 10:30 a.m. with a vote on Series 2026 revenue and refunding bonds.
What's on the table
The operations committee's agenda, posted to the NTTA website, lists five contract approvals:
- President George Bush Turnpike continuous roadway lighting, Phase 4, covering the stretch from the Dallas North Tollway interchange to SH 78. This is the next segment in a multi-phase lighting upgrade; Phase 3, from Belt Line Road to the DNT, was advertised in December 2025.
- Sam Rayburn Tollway pavement joint sealing
- Vehicle gate replacements at the Plano and Frisco Maintenance Centers
- PGBT Western Extension retaining wall rehabilitation from IH 30 to IH 20
- Deicing material
The committee will also consider a GIS enterprise agreement, a payment processor services amendment, and a request to advertise for PGBT pavement restriping from SH 78 to IH 30.
Dollar amounts were not included in the publicly posted agendas.
Bond vote
The finance committee's agenda carries one action item: approval of Series 2026 revenue and refunding bonds, bond documents, and a Preliminary Official Statement. The bond size was not disclosed in advance materials. The committee will also hold a workshop on cooperative procurements and receive a quarterly investment report for the second quarter of 2026.
Why it matters locally
The Phase 4 lighting contract covers a segment of the PGBT that intersects the Dallas North Tollway corridor, the main north-south artery connecting Prosper and Celina to the rest of the Metroplex. NTTA is a political subdivision of Texas funded entirely by toll revenue, not tax appropriations, so contract decisions flow directly into the system's maintenance costs and debt load.
The DNT extension from US 380 to FM 428 continues to advance. NTTA News reported on X on April 23 that crews were progressing toward a late 2027 finish, with work including setting beams, placing deck panels, and placing concrete for main lanes. Both Prosper and Celina are planning mixed-use and commercial development along the future corridor, according to Community Impact.
