Celina ISD families will have three new elementary schools by the 2027-28 school year after trustees unanimously authorized a fresh round of building bonds at their Monday, July 27 meeting.
The board adopted an order for the issuance and sale of "Celina Independent School District Unlimited Tax School Building and Refunding Bonds, Series 2026," delegating final sale details to district officials. Financial advisor Brian Grubbs walked trustees through bond interest rates, historical taxable values, fund balances, and issuance scenarios before the vote. No dollar amount was published.
Director of Construction and Facilities Planning David Fink then updated the board on Scott Elementary, Grumbles Elementary, and Calvert Elementary. Dirt began moving on all three sites in the Green Meadows, Uptown, and Ramble areas of Celina by the district's June 22 board meeting, according to the district's recap of that session. All three campuses are scheduled to open for the 2027-28 school year.
New fine arts director introduced
Superintendent Dr. Tom Maglisceau introduced Jenni Olges as the district's new Director of Fine Arts. Olges joins Celina ISD from Humble ISD, where she served as Assistant Director of Fine Arts, and brings more than a decade of fine arts leadership experience. She holds a Master of Education in Administration from Lamar University and a Bachelor of Music Education from Indiana University.
Maglisceau said Olges brings "an exceptional combination of instructional expertise, program leadership, and a passion for student success." She will oversee band, choir, orchestra, theater, visual arts, dance, and elementary fine arts across all grade levels.
AI tools and fentanyl prevention
Chief Technology Officer Zach Allen and Chief Academic Officer Dr. Kyla Prusak presented work from the district's AI committee, which includes representatives from every campus and multiple central administration departments. The committee began by convening a student panel to learn how students were already using AI, then met three times over the past year before launching a new webpage at celinaisd.com. The page offers teacher supports, guidance documents, a list of approved tools, and FAQs for families.
Director of Student Services Starla Martin updated trustees on the Student Health Advisory Committee's review of HB 3908, a state law signed by Gov. Greg Abbott in June 2023 that requires at least 10 hours of fentanyl and drug abuse prevention instruction each year for students in grades 6 through 12.
Other board actions
Trustees unanimously approved Local Policy Update 127, which updates safety and security policies required by state law, as presented by Director of Safe and Secure Schools Dave Wilson. They also voted to continue the School Library Advisory Committee.
Consent agenda items included the Student Code of Conduct, 2026-27 T-TESS Appraisers, the annual Local Investment Policy, and an armed security officer resolution under HB 3. No community members spoke during public comment.
The district reported in April 2025 that roughly 800 people move to Celina each month, with enrollment expected to double by 2029. The next regular board meeting date is listed on the 2026-27 Board Meeting Calendar at celinaisd.com.
