Celina residents will get two chances to watch their city council at work before the regular schedule resumes, starting with a special called meeting at 9 a.m. Saturday, August 1, and a budget workshop at 5 p.m. Monday, August 3. Both sessions will be held at City Council Chambers, 112 N. Colorado St.

The Saturday meeting is unusual. Special called meetings happen outside the council's regular schedule and signal that members need to act on something time-sensitive. The city has not publicly disclosed what will be on the agenda; the full agenda is available only through the CivicClerk portal.

Budget season begins

Monday's workshop marks the start of Celina's annual budget process. Texas cities typically adopt their budgets in September, with workshops in July and August used to review proposed spending, tax rates, and capital projects before a formal vote.

No draft budget figures or proposed tax rate were available as of Tuesday, July 28.

The budget carries particular weight in a city that added 12,700 residents in a single year. U.S. Census Bureau estimates released in May 2026 show Celina grew 24.6% between mid-2024 and mid-2025, reaching a population of 64,427. That makes it the fastest-growing city in the nation among those with more than 20,000 people, according to CBS News Texas.

Growth at that pace strains services. Mayor Ryan Tubbs acknowledged as much in a June 1 interview with Fox 4 about the Census ranking: "We have a lot of road construction going on, a lot of new sewer and water lines, just all different infrastructure projects getting ready to service our residents of the future."
